at first i thought that beating it without using force as police was imposible, but then i realized that you dont need a giant wall of officers to push them.

you only need to grab the squads of camels and then make them use the LINE formation, then separate them in squads of two to push a group of rioters, there are three group of rioters, so use two squads for each group, if two groups of rioters get to close to eachother, make a wall of four camel squads.

appearently the rioters will mostly stick to the front of the line even if they have space to run past them, and you dont need to go to slow to push the rioters.

As you can see in the image 1 and 2, theres neither blood or violence numbers and both sides are in peaceful mode, so it is possible to make it without charging, using bombs, or hitting them.
