Well first step we have to go here on the river next to Billings Farmstead in the west.
There are 4-5 npc spawn locations along the riverbank. Walk towards the red boatwreck and then walk south till you almost reach the cemetary/the new cult base. Server hop. Repeat.



Always look at the minimap or radar below that will show you the dots where the npc are I immediately found raider punk, settler foreigner and settler wanderer.
