You're right about the little to no damage part, but I can't say Shockwave is a bad choice. Here's why:
1) The minelayer system is going to wreck almost everything on the ground.
2) The BRT7 will kill almost everything in the air.
This with an aggressively defensive play style makes me rarely die when I play. Maybe this is bias on my part, but because I normally don't die, I see Breathing Room as an unusable choice for the armor.
This with the fact that I will have a shield to throw discourages me from thinking Breathing Room to be a good choice for the gunner.
With Shockwave, you get that extra damage that may finish off anything around. Honestly, I don't see this coming into action much because of my play style, but Naedocyte Shockers and Hatchlings make me sweat when there's no walls/pillars to plant any mines.
With Shockwave, those jellyfish will get wrecked so long as they are within a 5m radius of me.
