One thing. You dont need permanently off 0 core
For me enough is disable for a moment and then turn it back.
Then game starting using all cores correctly.
It's good tip for weaker CPUs
With me doesn't work.

I'd also advise to run "Windows Memory Diagnostic" to rule out RAM-related issues, I did that one too. Sadly that one was not enough, tho I've been using Process Lasso for months now and I don't even notice it running in the background. I even found that it helped me with my Saints Row - related crashes, as that game just *hates* using too many CPU-cores.
The game is really unpolished, a terrible port.
This guide is maybe a bit more specific and has nothing to do with controllers, however if I ever find a solution to your specific problem I might post an update and / or text you personally.
I just hope the fixes that helped me in my situation also help others in similar situations.
