A LOT has changed in the new iteration of the game, and with it, the Military Base as well. Did my theories come true? Go find out!
It would be intriguing to see if any of my theories have proven true and what secrets this legendary location holds now.
As time and my health permits, I will snoop around and update the guide if necessary, but I can't really promise anything at this time.

I think you may be right on the money with it as well. Something to watch out for as the game gets updated, I wouldn't be surprised if we see this base being quietly expanded as the basements, NPCs, and eventually stories are added.
As evil and uncaring the government is (or whoever developed the virus), I don't think they intended to use it on actual people. Definitely not to annihilate the entire planet. People ♥♥♥♥ around with dangerous stuff because it's exciting, and scientists ♥♥♥♥ around with the mysteries of the universe "because we can". The combination of that is scientists ♥♥♥♥♥♥♥ around with - I'm sorry, researching - extremely dangerous plagues and viruses to find out how they work, learn more about how to cure and safeguard against them...but mostly because "I wanna see what happens".
But as we all know, for every "♥♥♥♥ around" there's a "find out", and in PZ, we are the ones finding out someone else's ♥♥♥♥-around. Hard.
If this place is indeed the "Ground Zero" of the Virus, then I don't think this is a coincidence at all, the researchers would eventually need to move on from Animal Testing and use it on Human Subjects... ... and what better place to get those subjects than from a Prison?
Just food for thought.
