Well don't worry, you're not going blind, its just Payday 2 has Depth of Field enabled by default!

First launch the game
Skip/watch the intros
When you are at the main menu, select options
Video Options
Then go advanced
Then you should see a Depth of Field as an option, uncheck it
Save and backout

Now you can see clearly now that the DOF is gone!
