• Big Brother: Reduces crime.
  
• Waste sorting: Reduces pollution and thus environment and thus happyness.
  
• Geological survay: Adds a ton of resources to all non-depleted deposits.
  
• Immunization campaign: Improve your healthcare.

So what about the Cold War era?

Well I recommend you "rush" the vehicle factory to earn a LOT of money. After that you can afford the Geological survey and other usefull edicts.

Now we have to make the people happy! Replace ALL your obsolete service buildings. So destroy those churches and replace them with a Cathedral. Destroy those clinics and build new hospitals. That way El Presidente will have high approval ratings!
