Governors Nationwide

解説
Makes most Governor promotions nationwide rather than single city. They now work somewhat like policy tree from previous Civilization titles. Assign them solely for the loyalty and governor synergy effects. Nationwide effects work even if the governor is neutralized.

Vanilla Governors
  • Amani, Ibrahim, and secret society governors are not affected.
  • If you do not install any governor rebalance mods, the texts will be clear for vanilla governors which effect is becoming nationwide.
  • Technically compatible with governor rebalance mods, except texts will be overwritten with theirs, and thus turning back to single city. They should still work nationwide.
  • Reyna's level 3 title Renewable Subsidizer does not have +2 power become nationwide, because the effect is impossible to be made nationwide.
  • Pingala's level 0 title Librarian is nerfed to 5%. This is the only nerf this mod does, just because it's so overpowered. This nerf will probably be overwritten by governor rebalance mods.
  • Cardinal's level 3 title Divine Architect cannot be made nationwide for an unknown reason. All tries failed.
  • Liang's environmental damage prevention cannot be made nationwide for an unknown reason. All tries failed.

Mod Governors
  • Technically compatible with any mod governor, while their texts are not guaranteed to be updated to reflect this.
  • Governors that can be assigned to an enclave as well as secret society governors are not affected.
  • Effects that say "within X tiles" or "X tiles away" are not guaranteed to become nationwide.
  • Effects that say "some improvement or building yields more power" do not become nationwide.
  • While governor unique improvements from mods may be built anywhere, effects that say "+ yield if a certain governor is in this city" do not become unconditional, they still require the governor to be at that city.
  • Effects implemented with lua cannot be made nationwide, unless stated otherwise. An effect that says "when something trigger, something very complicated happen" is likely to have been implemented with lua.

minor incompatibility with Bear's Governor Overhaul. This mod causes the blue Governor's cheaper great people to be reduced down to 1 gold and 1 faith cost.

Sadly it seems like Moksha's divine architect not only doesn't work nationwide, but it just doesn't work at all, is there any way to fix this problem?

You can make some edits in your local workshop directory. You can either change the values to +0.5 per pop, or add the first three promotions to the blacklist. To do the blacklist path, edit Batch.sql and insert some lines that look like:

INSERT OR IGNORE INTO Aephiex_GG_Backlist (Blacklist)
VALUES
('...'),
('...'),
('...');

Replace ... with governor tags or governor promotion tags that you want this mod to exclude. Note that vanilla governor promotions will have their tooltip changed by this mod. You might want to edit text files as well.

Do these changes only in your local workshop directory and do not upload your variant to the workshop.

Actually, is there a way to make the Librarian's first three effects only apply to their assigned city?

Or actually just pick-and-choose what promotions are nationwide and which aren't.

Is there a way to tweak/nerf some of the Librarian's effects? I've found that +1 Sci/Cult per pop and +100% GPP is pretty broken. Just looking for some values to slap into the .sql files.

it seems Divine Architect doesn't work at all, even on the city the cardinal is assigned to, is this intentional?
