Overall it's much better than the first version, with much more detail, new cities in Italy, Switzerland, Belgium, the Netherlands, the UK, and Ireland, and many historically accurate AI company names and starting locations. If you are looking to start a new Europe game, I recommend downloading it.
Once the last couple historical accuracy issues are ironed out, I'll likely put it up in the Workshop too (but I'm hoping the VENT forum approach leads to fewer download issues and possibly more feedback).

Does that happen with other mods for you?
It is possible that something went wrong with the upload; I already have it locally on all my machines as the developer, so I can't be 100% sure that it downloads properly, and it's my first Steam mod. If one of the other 199 subscribers can confirm that it's working for them, that would be great.
Reading the description of this mod, JC modded the European Test Map, so you will need to switch to his mod in the Mod Tabs of the Video Settings Editor.
Be sure to launch the video settings editor from Steam, otherwise it won't connect to the Steam API. http://wiki.gearcity.info/doku.php?id=gamemanual:settings#external_engine_settings_editor
Beyond that, you'll have to wait for JC's reply. I'm not allowed to download or playtest mods.
