Repaint - global all roads, global this road
Network Skins - only single segments
So you first need to setup all with Repaint and then you can chose single segments to have different colours. If you build roads with Network Skins colour changed, Repaint can't override it. You would need to update / build the road with reset Network Skins for these road/segments.
Same btw for:
BOB - global all roads, global this road, single prop/tree on all of this road
Network Skins - only single segments changes.
No, there is no way to apply a network Skin to all networks that are already build, as it is really menat to handle single segments onyl. All global changes do with BOB & Repaint
