I was legit curious of the cause of this problem but I was suddenly reminded of PSO2 New Genesis - a game that I couldn't run no matter what until I gave my own user Administrator rights then it would actually launch after I allowed it to run as Admin at the beginning.

The main culprit is actually the Anti-Cheat mechanisms in place/being used these days. One such Anti-Cheat is Easy Anti-Cheat that's being used in Apex Legends but theirs is arranged in a better way in such that it will ask for Admin rights just one time for the sake of installation as a service so it wouldn't have to bother you in the future.

The case is the same of Soulworker's XIGNCODE and I have confirmed that the game needing Admin privs is only a one-time occasion and you should be good to run the game as a normal user in the future, provided that you didn't set "Memory Integrity" back on.
The Fix
1. Ensure that the user that you are running as is part of the Administrators group. You can check this by opening C:\Windows\System32\lusrmgr.msc or using CTRL+R, typing lusrmgr.msc then pressing enter.
2. Double click Groups
3. Double click Administrators
4. If your current user is not a member of this group then you should add your current user to this group by running lusrmgr.msc as an Administrator so that you may be able to Add members.
5. If Step#4 is too hard for you then I highly recommend creating a new user whose type is "Administrator" or "Administrator account"
6. Close/Exit Steam.
7. Ensure that Memory Integrity is turned off:
7.a Open Windows Defender
7.b Device Security on the left list of items
7.c Core Isolation Details
7.d Memory Integrity => Set to "Off"

7.e If you turned it off, go restart your computer. If it wasn't even turned on in the first place then you should be good.
7.f If it isn't turned off, then you should expect to encounter this:

8. Run Steam AKA steam.exe as Administrator - this is necessary because you can't run the game AKA SoulWorker.exe directly as Admin and requires it to be ran from Steam itself.
9. Launch Soulworker from your Library.
10. Give it at least 10 minutes before giving up. It took a while for it to run on my side, that is despite using an NVMe M.2 SSD, so I highly recommend 15 minutes if you're using an HDD.
I observed using Task Manager that the memory consumption of SoulWorker.exe eventually started increasing by 3,000 K increments; K here means Kilobytes. Then when it hit 214,000 K of memory consumption, it suddenly jumped to 240,000 K then 300,000+ K and that's when I know that the game is going to launch for sure this time around.

I don't know if LionGames can do anything about this situation cause as far as I'm aware, they are not the ones developing the Anti-Cheat System XIGNCODE and we're gonna have to nag the XIGNCODE developer company instead of them to get an actual fix.
