Test this:
1. Open steam and minimize, NO PLAY GAME FROM STEAM.
1. Open geegee launcher from the desktop icon and minimize.
2. go to game folder and open "BravoHotelClient" (administrator)
Work for me. Sorry for my english.

had the same issue with apex half a year ago. only reinstalling windows fixed the issue.
