The reason why paradox has such low speeds isn't because of some error in their research. It's that it simulates the average speed the tank would be going through a given tile. A tank isn't always going to be cruising at 50km/h. There are a lot of factors to consider, such as logistics, fuel use and efficiency, roughness of terrain, level of enemy forces in area, and how well built the infrastructure is.
IMO, tanks should be faster in friendly territory and in high infrastructure areas, but become bogged down by enemy partisans and in enemy cities/towns.
As for the SPGs, your guess is as good as mine. It really doesn't make sense that an SPG would ever have more than 1 machine gun, just in case.
