"Ice mining modules are needed to exploit the ice and unlock the planetary decision "Expand Planetary Sea. Each frozen planet may be mined 3 times, and ice asteroid once. Once mined, a frozen planet will become barren. An ice asteroid will be removed. Once all ice is gone the module will be deconstructed automatically.

Each module will allow only one planet to use the decision at a time, so if you want to have 2 planets expand at once you need 2 modules on 2 different stations."
