try to imagine it as a way points. Meaning if you want to go to the point "D" you can backtrack all the way to Kerbin and get the route "A-B-C-D". Basically it says what you need to do to achieve desired way point.
Delta-V map is'n a guideline ether. It's just a rounded numbers by which you can understand if you will be able to get where you want.

If you are talking about DV map than I can't say anuthing. As far as I know it's a community work and i have no prove of the map being absolutely accurate.
