First of all you need to create a shortcut of Editor .exe and add -log to editor launch so it starts with console, in that console you can use this commands:

Two commands to do the import, then the save

AUDIO IMPORT FILE="C:\Users\sam\Desktop\SoundName.wav" PACKAGE="Amb_MapName" NAME="SoundName" GROUP="GroupName"

OBJ SAVEPACKAGE PACKAGE="Amb_MapName" FILE="C:\Users\sam\Desktop\Enhanced SCCT Versus 2.9\Packages\Sounds\Amb_MapName.usx"

type : obj import type=sound name=(name of the file) file=(path to a file)
but ct editor can add .wav 200kb max and pt editor can do .wav 300kb

You'll noticed, we are saving the Ambieent file as a .USX, and not a .UAX, which you will see for sound
This is because Ubisoft gutted out .uax as a package save type, so we trick the editor, and save our sounds under the StaticMesh extension
and then we close the editor, then manually rename it to .uax, then reopen editor

This one goes for tactics, at this moment it useless, but it might be interesting to take a look at it
