Make sure you have enough clinics/hospitals to cover your entire population. You want their total capactity to be around what your population is. Increase your doctors' wages, upgrade the buildings, make sure you spread them out. If you have the manager that increases your max visitor capacity that's great.
I'm not sure if food and pollution count but you can work on that as well. Try to have some of every food type being produced. Build grocery stores and super markets around your town. Build waste treatment facilities.
Not sure what exactly you need to do as that's not usually a problem for me. Good luck!
