GUIDE OUTDATED!! - New Steam UI
With one of the lastest updates for the Steam UI, the menu for controller settings was completely remade. This guide doesn't work anymore if you try to follow it step-by-step.

However, you might be able to get it working in the new interface: The basic idea is to create a new button layout for your controller that has inverted vertical axis. Ingame you press a button on your controller to switch between the two layouts (inverted and non-inverted).

I might update the guide later, if I can figure it out with the new interface.
Introduction
Inverted flight is always controversial in video games. Either you like it or not. If you think like: “Spyro is a dragon/cartoon character, not a plane and I want him to fly up when I push up on the joystick/controller” – this is the guide for you!
Of course you can always use the mouse for flight levels or flight challenges and deactivate “Invert Mouse Flying Y” in the controls menu:

But unfortunately there is no option to deactivate inverted flying for a controller in the menu. So this is how you do it:
1. Activate Controller Configuration Support

First, go to the Steam settings...

... and select Controller > General Controller Settings:

Steam will open in Big Picture Mode. Here you have to check the box next to your controller for "Configuration Support":

2. Create a new Action Set

Start Steam in Big Picture Mode:

Go to Library > Spyro™ Reignited Trilogy > Manage Game > Controller Configuration

Select "Add Action Set"

Give the new Action Set a name (e.g. “FLIGHT”) and make sure to select "Default" from the drop-down menu to copy all the original controls to the new one:

Select your new Action Set "FLIGHT" and click on the left Joystick:

Go to “Additional Settings” and change “Invert Vertical Axis” to “On”:

[Yes, this looks contradictory, but remember the game changes the regular controls during flight to inverted, so we have to change it back by inverting it again]

Now, to switch between the different Action Sets while playing Spyro, you can assign an In-Game Action to do so.
I recommend the Click Action of the Right Joystick, if you’re playing with the Xbox controller, because it’s empty by default.

Select the Right Joystick > Click Action > Select the icon for “Change Action Set”:

Press OK and select “Next Action Set” from the drop-down menu [or select a specific Action Set if you need to]

Repeat the last step for the Default Action Set, so you can switch back and forth between the two Action Sets in-game.

3. Play the game
Congratulations! You can now start the game from Big Picture Mode and press your assigned button [e.g. Right Joystick] to change to the “Flight” Action Set whenever needed:

Please note: You don’t have to start the game from Big Picture mode to make this work. The Action Sets also work when you start the game from the Steam Client – You just don’t get any notifications for changing the Sets in-game.

I’d like to thank Darkwarrior for coming up with the idea and posting it on the Steam Discussions.

Thanks for reading the guide. I hope with this method you will enjoy the flight challenges! If you have any suggestions feel free to post in the comments.

Game On!

Yes, you're right. Unfortunately the menu completely changed with one of the steam UI updates last year. I was hoping that it would be easier with the new UI to edit the controller settings, and this guide would at least provide some information about the basic idea (press a button to invert vertical axis).
Now, if you say the guide doesn't help anymore, I'm going to delete it, so it doesn't confuse people.
I hope you get your controller working anyway, so you can finish the flight challenges!

This guide is way out of date. I tried following it but new UI and layouts make this a chore. I can't get this to work.
