I go with 5 Strength, 5 Perception, 8 Endurance, 1 Charisma, 6 Intelligence, 9 Agility, 6 Luck
(Skipping the Charisma implant.)
I almost always take Cowboy, Hand Loader, and Shotgun Surgeon, which allows for the great fun of easily and effectively killing squads of Legionary Assassins with a modded hunting shotgun loaded with coinshot.
For the perk list, I would add Jury Rigging, and possibly Pack Rat too, but only for survival mode.
Also, Comprehension over the Educated perk, because you can then hunt for skill books to meet perk requirements earlier when it matters more.
This guide also fails to mention one of the best early to mid-game weapons: La Longue Carabine. Which does require cheesing the game a little to steal it from Sterling without making the NCR hostile, but it is very worthwhile.
As for heavy weapons, I very much prefer the LMG. It's not the best at anything, but it does come in at a respectable second or third place for just about everything. Except sustain. The LMG is the undisputed king of sustain, and it isn't even close.
