The vanilla one has bugs of its own such not being able to use ground vehicles. The way I have it scripted is kind of a tradeoff between helicopter and non-helicopter construction office.
Wanted to report a bug.. that at your CO if you have helicopters you are unable to assign constructions which are not connected with roads.. not sure if it is intend.. but in case not.. you should remove tag to place heliports around the CO by removing
$HELIPORT_AREA 5.0
Or change the subtype to helicopter CO.. as in our vanilla one
$SUBTYPE_AIRPLANE
