As a scout, you are weak at long range however move faster than all classes in tf2. use this to your advantage by using your primary and flanking or rushing the target. Keep in mind that scout has trouble in anything that isn't 1v1 since most of his weapons have a solo play style. One weapon however (Mad milk) is a great utility item for your team and a solo play style.

One of scouts most popular primary is the force a nature (Unlocked by getting 10 scout achievements) and while this weapon deals great damage, id recommend using the stock scatter gun since it can deal more damage in a quicker amount of time. If you like added movement and don't mind a longer reload id recommend using it. Your secondary's range from pistol to mad milk, The pistol is great for when your in a pinch and/or out of ammo for your scatter gun but weapons like the mad milk reward your aim better than pistols. The pistol id recommend is the winger since it allows you to increase your jump height and the mad milk to stop pyros from wiping you or your team out. Melee is not that important id recommend using the atomizer and the winger together.

The scout can have multiple play styles starting off with the most simple of them all, The Runner. This Play style is all about diving head first into battle. It rewards good aim however puts you at a greater risk of death. Next is the Flanker. This Play style is all about using the flanking paths to your advantage and finishing off targets. Last but not least, The Utility. This Play style is all about sticking with your team and using the mad milk to save your team from that annoying pyro.
