Description
自己修改了一下自用，现在对方拒绝后使用特殊手段拿回领土不会丢失核心。

This mod help you take back core territory without fighting with other coutries.
Don't use optionally to keep the game from getting boring.

还请大佬让mod适配官中，只需将语言文件中及文件名的“l_english”改为“l_simp_chinese”就可以了（如果需要保证旧版本兼容可保留原l_english语言文件）
