EpsTweak is a series of small mods that tweak the balance of Civ 6. Rather than put all of them into one hefty package, I've split them into small fragments to allow you to make your own custom rulesets.


For the entirety of Civ 6's lifecycle, its warmonger system has consistently been the most contentious. Especially in the multiplayer scene, where it directly impededed people from playing the game the way they wanted to. Having spent over a thousand hours playing, I think I can narrow down the system's problems to two points:
A. It's designed around 10-turn blitz wars over 1-2 cities at a time, rather than big strategic pushes to conquer whole empires. Attempting to take more causes immediate loyalty problems. Not just in the extra cities, but the ones conquered prior as well.
B. Formal War feels like not enough of a reduction in penalties compared to Surprise War, for the amount of time you spend waiting for it. This is obviously meant to encourage the use of the other, more justified Casus Belli. But there isn't one that says "Declare War on a player because they are ahead and I need to stop them."

With those observations in mind, I've created this little mod that reduces the Grievance penalties of each Casus Belli, in terms of the initial penalty and/or the modifiers for city capture and razing. Note: the percentages listed below are applied to a base city Grievance number that depends on game speed and game Era (Ancient and Classical eras have a significantly lower penalty).

Denouncing: No longer causes any Grievances on its own.

Surprise War: 150 Grievances initially, 50% for city capture, 225% for city razing.
(Previously 150, 150%, 450%)

Formal War: 75 Grievances initially, 25% for city capture, 150% for city razing.
(Previously 100, 100%, 300%)

Joint War and Third Party War have the same changes as Formal War.

Golden Age War: 25 Grievances initially, 0% for city capture, 100% for city razing.
(Previously 25, 25%, 300%)

Ideological War: 50 Grievances initially, 25% for city capture, 150% for city razing.
(Previously 50, 50%, 150%)

Holy War: 50 Grievances initially, 25% for city capture, 150% for city razing.
(Previously 50, 50%, 300%)

Colonial War has the same changes as Holy War.

War of Territorial Expansion: 50 Grievances initially, 25% for city capture, 150% for city razing.
(Previously 75, 75%, 150%)

War of Retribution: 50 Grievances initially, 25% for city capture, 100% for city razing.
(Previously 50, 50%, 200%)

War of Liberation: 0 Grievances initially, 50% for city capture (unless it's Liberated), 150% for city razing. (Previously 0, 100%, 600%)

Re-conquest War: 0 Grievances initially, 0% for city capture, 150% for city razing.
(Previously 0, 0%, 0%)

Protectorate War: 0 Grievances initially, 50% for city capture, 150% for city razing.
(Previously 0, 100%, 300%)

The AI makes some.. interesting decisions when it comes to razing cities.

I´ve seen the AI capture and raze cities significantly better than ones in its empire.
