A wooden boardwalk situated for pedestrian traffic. While inspired by Network Extensions 2, this road allows all traffic. To simulate the version that was included with Network Extensions 2, use TM:PE to disable cars.

Are you talking about the elevated section of the NExt2 zonable boardwalk pedestrian road, then yes. In fact, if you have RON installed, it will automatically replace it.

This is a a road asset, and not a true pedestrian road as part of the pedestrian roads update. This is not a pedestrian path, but a road.

It can be found in the road option, but there is a problem, the grid is wrong (Pedestrian path should not affect the grid of the road, but now it does), it must be connected to ordinary roads. And vehicles can pass through. In the past, it could just be next to the road without being connected, forming a small area that allowed citizens to walk from ordinary roads to the Pedestrian path;

Very nice but it has a bug, it doesnt show service radius (police, hospitals, etc)

The bollards were custom assets that were included with NExt2, and since they are not a vanilla asset, that is why they are not there. As for the broken textures, could you link a screenshot, as I've not experienced this in my own game.
