How to remove stuttering from Rogue Warrior.
Rogue Warrior's frame/gameplay stuttering comes from your keyboard and is ultimately caused by the terrible PC port. As far as I'm aware if you wish to play Rogue Warrior using a Keyboard and Mouse your experience will be horrible with constant stutters.

Luckily, if you have a controller (Xbox or PlayStation, etc.) that you have laying around or are planning to play Rogue Warrior with, this will be your saving grace. Simply plug them in and once in the game unplug your keyboard from your computer. It's incredibly stupid but it straight up removed the stuttering from my game and once you're finished playing, plug the keyboard back in and move on. This is why you've seen other guides and comments on the internet guide you to disable your USB listings within Device Manager but you can avoid that by simply unplugging your keyboard while playing.
How to remove Screen Tearing!
Rogue Warrior while locking you to a specific frame rate is not optimized and therefor in order to remove screen tearing from your experience you'll need to Enable V-Sync, HOWEVER you'll quickly realise that V-Sync does not exist within the in game graphics settings. Therefor you'll have to enable V-Sync via your Graphics Card Control Panel.

Firstly, head into your graphic card control panel which in my case is Nvidia Control Panel. This can be done by searching for it through your windows start menu.

Once open, select 'Manage 3D Settings' from the '3D Settings' dropdown box and navigate to the 'Program Settings' tab on the main screen.

Within 'Program Settings' select 'Add'. Doing so will open up a new tab with a number of programs, if 'RW.exe' is not shown, select 'browse' and navigate to where you installed Rogue Warrior, as shown.
Once found, select RW.exe (RW - Application) and select open.

When you've done that Rogue Warrior will now be selected within the '3D Settings' tab and you can enable V-Sync by scrolling down to the bottom of its listings and within the settings row clicking on 'Use Global Setting' and selecting 'On'. When selected, click apply and when saved close the control panel and load Rogue Warrior to experience the game without Screen Tearing.

My main gaming PC is 1440p and I had unplayable stuttering no matter what I tried. Months later I decided to try this game on my 1080p gaming laptop; and it works! There is still some stuttering, but it is so minor that it is not even noticeable and the game is very playable. I can finally enjoy the game. Laptop: HP OMEN 16 1080p.
