Prerequisites
To Start From The Very Beginning, Escape Helgen, Do All The Things You Normally Would In Riverwood Or Whatever, And Go To Dawnstar (Preferably With Bjorlam's Cart At Whiterun Stables). Go To The Mine, Look To The Left And Search The 3 Rocks For An Invisible Chest.

This Chest Is The Not-So-Well Hidden Merchant Inventory For The Trader In The Nearby Khajit Caravan. You Will Need To '''Steal''' (You Won't Get A Bounty As This Is Not Technically Pickpocketing) From The Chest. Grab:
  • Any Ingredients
  • Whatever Enchanted Items Tickle Your Fancy (And Fortify Alchemy If It's Available)
  • All Soul Gems, Preferably Filled.

After That, If You Are Not Satisfied (Or Don't Have Fortify Alc) Wait For The Caravan To Arrive. Quicksave, Punch The Trader, And Load Back The Save. This, For Some Reason, Resets Their Inventory, So Open Up Their Shop To Refresh The Chest.

Alternatively, If You Don't Feel Like Waiting For Fortify Alchemy, Go To The Mortar And Pestle, Speak To The Old Lady Who Owns The Shop And Receive The Radiant Quest To Get The Ring Of Pure Mixtures For Her. Go And Get It, Then Give It To Her (You Can't Disenchant It Before This). After This, She'll Have It As A Shop Item, So Buy It, Or, Alternatively, Steal It From Her. Either Way, Get The Ring Back.
Prerequisites, Continued
After That, Head Back To Whiterun, And Into Arcadia's Cauldron. You Will Need These Ingredients:

Fortify Restoration (10 Should Be More Than Enough)
  • Abecean Longfin
  • Cyrodilic Spadetail
  • Salt Pile
  • Small Antlers
  • Small Pearl
  • (Dawnguard DLC) Yellow Mountain Flower

Fortify Enchanting (1/2 Is Fine)
  • (Dawnguard DLC) Ancestor Moth Wing
  • Blue Butterfly Wing
  • (Dawnguard DLC) Chaurus Hunter Antennae
  • Hagraven Claw
  • (Dragonborn DLC) Spawn Ash
  • Spriggan Sap
  • *Snowberries

If She Runs Out Of These Ingredients, Quicksave, Punch, Load.
Repeat Until You Have All The Necessary Ingredients.

Then, Train Up Your Alchemy To 40+. This Can Be Through Training Or Making Potions (Salt Pile + Moon Sugar Works Well). Then, Get Alchemist (3/5 +), Physician And Benefactor. Now You're Ready To Start!
The Loop
Now, Disenchant The Ring Of Pure Mixtures, And Re-enchant The Following Armour Pieces With Fortify Alchemy:
  • Helmet
  • Gauntlets
  • Ring
  • Necklace
Those Are All The Possible Fortify Alchemy Pieces. Armour Quality Doesn't Matter, Be It Leather Or Daedric, It'll Work.

Now, Get To Work.

Repeat These Steps Until You Have The Level Of Overpoweredness That Suits Your Needs.
  • Make A Fortify Restoration Potion
  • Take Off Alchemy Gear
  • Drink The Potion
  • Put The Gear Back On

After You Have Reached Your Desired Amount Of Utter Cheese, Make A Fortify Enchanting Potion, Throw Down A Save And Enchant A Piece Of Armour With Fortify Alchemy. This Means You Won't Need 20+ Fortify Alc Ingredients In Future. Then, Enchant Away!

Warning: Insane Levels Can And Will Crash Your Game. It Is Also Worth Noting That Weapons That Can Destroy The Entire Fabric Of Reality Will Likely Be Unable To Be Charged With Soul Gems.

"Take it off and put it back on again"
Oh damnit Bethesda, they really used a bandaid solution instead of either tackling the underlying issue or calling it a feature? xD

what am I doing wrong because I get the high percentages but after enchanting everything goes back to normal amounts ;__;

You have to remove your enchanted gear and then put it back on each time (steps 2 & 4).

plateaus at 105% so this doesnt work in mine but mine is heavily modded so one of the mods likely fixes it plus SKSE might have patched it which is required for most mods

This was great till the owners put on a patch that greatly lessens the effect which is a real pain. Is there a way to circumvent this?
