I also see you have added a config so that players can set these values to 0. It's a good idea.
The mod can then be adapted to each play style. :)
Only Wickerbottom actually starts with papyrus.
So no pencil use to read the map don't seems too absurd.
Your alternative could do the trick. ;)
It will keep the base desk mechanic, without having to give a map to each player. And so save the pencils for another use like marking small signs. :P
So, you think that the feather pencil cost is fine, but the papyrus cost should increase? I think that what you are saying is right.
When I created the mod, I visualized that the players will just read/write from the same sheet of papyrus. I can see how this logic is faulty.
Though, I am not sure if your suggestion makes sense either. Needing papyrus to read the data implies that somehow information can be copied without a feather pencil.
Currently, I am thinking that the papyrus cost could appear in the writing stage. For example, writing with the feather pencil will checks whether the player has a papyrus in their inventory. If yes, decrement it. Otherwise, display a failure message.
Will this do what you want, or do you think that there is a better way to re-introduce the papyrus cost?
Maybe you could keep the paper cost.
For example by adding a small storage to the desk for the paper. And a player will need to have a paper in the desk to get a copy. ;)

In my opinion, it's better than global position shared map.
