@Sheathen you need the water suit, the homunculus light minion to progress through the metro. If you jum in the water without the alternative Ice shot you are not going to be able to go back to the arena. It is actually supposed to go to the ice level and the life forge before fighting them, since you get those upgrades there. The machinegun also makes the fight with the sisters a lot easier.
