The development of the howitzer began shortly after the end of the Second World War in the office of Fyodor Fyodorovich Petrov. The weapon was intended to replace the older D-1 and ML-20. Because the gun combined the properties of a howitzer (large elevation angle) and a cannon (high muzzle velocity and barrel length in calibers), it was classified as a cannon howitzer. It was the first in the range of calibers over 150 mm to have a semi-automatic loading mechanism.
