I am not the author of the script and I cannot tell you for sure, but most likely you saved under unusual circumstances.
It seems like, in the version of the script for GTA 3. the author did not put the lines for checking the variables "in the transport" and "on the mission". Because of this, you can save both inside the car and during the operation of the mission, but as it is written at the end of the manual, this cannot be done.
Save only in the open world, do not be in the car and do not perform the mission at this moment.
If you do everything right, then I don't know how to help you.
When I checked both on a clean steam version of GTA 3 and on the assembly indicated in the manual, everything was saved and loaded normally if not on a mission or in a car.
