Vivala's Colonial Virginia (Robert Carter I)

Most people remember Virginia for the desperate days of Jamestown or its at-times chaotic role in the United States. But between those two eras, when the capital sat in Williamsburg, Virginia stood as a unique society in the New World - one that mixed old British-style aristocracy with democratic self-rule. At the center of these two elements was Robert Carter I, businessman, governor, and Speaker of the House of Burgesses. Though there were many powerful land barons throughout the colony, Carter was the only man so cunning and influential to gain the nickname of King.

UA: House of Burgesses - All Cities receive a burst of Production upon adopting a Social Policy.

UU: Planter - Replaces the Great Merchant. Instead of Customs Houses, may create a Plantation with a compatible luxury resource. May write a Political Treatise, just like a Great Writer.

UB: Tobacco Warehouse - Replaces the Bank. +1 Gold from Plantation resources. +1 Planter Points per incoming International Trade Route. Incoming International Trade Routes generate additional Gold for the sender.

The big strategic question for Virginia is how to use your Planters. Do you go for a treatise for a policy and a quick injection of production? Or do you create a plantation and create a steady stream of gold? Either way, you'll want to build as many Tobacco Warehouses and attract as many trade routes as possible to maximize your Planter output. Either way, I highly recommend gunning for the Oral Tradition pantheon ability with Virginia!
