Adjusting monitor scale

After playing the recently ported versions of No More Heroes 1+2 I realized these ports are built surprisingly similar.

Meaning the resolution scaling is dependent on your monitor's display scale,
adjusting this will scale the game to your native resolution.

Right click anywhere on your desktop
Select 'Display settings'
Under 'Scale and Layout' change the percentage to 100%

The game will now be at the proper resolution, enjoy.

I think you can also do that via changing DPI settings via executable properties.
I believe you need to tick "Override high DPI scaling behavior" and set "Scaling performed by:" to "Application".
