Salveskin can be really good but is more situational than something like bloodless, most players do not run hellfire bombs (thankfully) and the only other thing that could force an instant bar loss by a player is a direct hit with a flare gun.
Also I think you should add that Mithridatist can be made irrelevant by the usage of a antidote shot that lasts the full match.
Serpent is situational, but in one of the most common situations I have come across, every time I do not manage to kill boss first (I play OCE so players play very meta) 80% of the time people camp the boss without banishing/picking up bounty to bait into pushing with a shotgun. I do not know of any other trait in the game that has the potential to force enemies to push you instead of holding their own positions.
If serpent only let you pick up clues I'd agree with your positioning of it in the tier list as its only really important if the clue has a meathead on it but since it can START a banish and steal the bounty tokens from afar I think it is a very powerful game winning perk like necro.
I don't know how much use of the iron/scopesmith traits you have but the flat firerate increase while ADSing is very powerful especially with the vetterli and centennial.
I don't really agree that the irons and scropesmiths are worth more thant what I gave to them, but again this goes to preference. There are better talents to put and the difference is not as massive as you are saying.
Serpent can be good but it is very situational. I still don't like it, and putting it on S tier looks to me like a big exaggeration.
Nothing else counters shotguns/camping as strongly as serpent.
