The magnet crane appears in the chapter highway 17, where a Resistance member tries and fails to safely lower you onto the sand. It also appears at a now combine controlled outpost where Gordon has to fight his way to it. When he gets in, he lowers a bridge and uses containers to commit several OSHA violations against enemy combine soldiers.

Once you have it in your world, you can use it to un/load containers and things that cranes do.

Note, there is a charging port on one side of the platform. It has long battery life, so this probably won't be used for days of gameplay.
