this same situation happened to me during one playthrough and it was a chest with a master lock

if you don't mind getting stuff "too good" try the more interesting loot mod, you will get gems, gold and enchanted weapons, maybe too much but you can just resell them or destroy them for materials if possible if you mind, some perks mods like "sperg" makes using weapons above your smithing grade not worth it (you get a boost for the materials you learned making others not so great) so more loot works great in my skyrim
