Preparations
Make sure you have PulseAudio installed and PulseAudio Volume Control.
(Assuming you run a Debian based distro)
sudo apt-get install pavucontrol
You'll need a audio player which's device output you can change. For example: VLC.
sudo apt-get install vlc
Now make sure you have your game launched.
Set up everything and micspam!
Now make sure you have TF2 launched.
Type in this command:
pactl load-module module-null-sink
Now open PulseAudio Volume Control , in the Recording Tab change Steam to "Monitor of Null Input".
In VLC under Audio, change Audio Device to "Null Output".
Back in TF2, type these commands in the console:
voice_loopback 1 +voicerecord

Now join a server and play some stuff in VLC!
