replace "dead_male_civilian_radio.mdl" , "dead_male_civilian_radio.vvd" (junk file) , "dead_male_civilian_radio.phy" and "dead_male_civilian_radio.dx90.vtx" (junk file)

The walkie talkie gives blood decal when it gets shot . This changes it to give dirt bullet decal instead as it makes the most sense .

it is safe to assume they overlooked it as the model file is located in models\deadbodies\ but it is doubtful that they make it bleed on purpose

the only reason valve might have overlooked this is because the radio is attached to a corpse on dead air so they made it bleed to make it seem like the blood was coming from the corpse underneath.
