Lore

The Selatapura Marina Hotel is located in downtown Selatapura. It is an integrated resort complex fronting Selatapura Marina, consisting of 7 curved hotel towers and large waterfront commercial center. It's inspiration is from the Marina Bay Sands complex in Downtown Core, Singapore.

Check your folder AppData\Local\Colossal Order\Cities_Skylines\Addons\Assets for the pool and lobby. You used your local prop files for the asset. That's why Loading Screen Manager mentions them as private. Your asset does not include props: https://1drv.ms/u/s!Av6ccVLL7qtwlawzm3Z_Jk2K7Wo1KA?e=TeN8wi
You can check that yourself by removing your local props and subscribing to the building.
I've been using the rotors shader a thousand times for my own assets. It has nothing to do with this error message. If you want your asset to use props, you have to upload them, too so they get a SteamID. You can upload them separately - that's why you see e.g. so many air condition units on the workshop - or include them in your upload.
For this method you can follow Ronyx' video, with whom you are already familiar: Cities Skylines - Publish Building with Included Prop as a Single Workshop Item .

The Pool water & Lower lobby windows were props using Ronyx69's rotors shader script. Does your asset show the water or tinted windows?

I'm not sure which part of the building the lobby refers to. Do you mean the top or the bottom?
Oh and I forgot. I also get this error:
