You can check that yourself by removing your local props and subscribing to the building.
I've been using the rotors shader a thousand times for my own assets. It has nothing to do with this error message. If you want your asset to use props, you have to upload them, too so they get a SteamID. You can upload them separately - that's why you see e.g. so many air condition units on the workshop - or include them in your upload.

Oh and I forgot. I also get this error:
Workshop asset uses private asset (Selatapura Pool.New Asset_Data)
Yes, I know the asset still works. Just wanted to point out 😉
