Fix Multiplayer Item Spawns

Fix a few issues related to items spawning in Repentance multiplayer:

Prevent active items from spawning in boss rooms. If an active item is spawned in a boss room and every player has an active, no one can pick up any of the other items.
Spawn extra items in Greed Mode. Greed Mode is nearly impossible in multiplayer because not enough items spawn. This mod adds an extra item for each player in the white treasure room, similar to boss rooms in the normal mode. The yellow treasure room and shop are unaffected.

doesn't work on repentance!

@dylangamer @risdiz @ash_01 Could one of you explain what exactly isn't working? I just tried this mod with no other mods enabled on the latest version of Isaac, and it still works correctly.
