The "Less Annoying Weather" mod, according to its description, eliminates all loose silt buildup as well as the snow and ash coatings produced by weather.
Whether one mod is better than the other is largely dependent on your preferences.
I can't be bothered to work with spaghetti of a cross conflict, so I'm gonna have to just see if someone could untangle the mess in my pack.
I can tell you that this mod has not had any changes made to it in years. And if you unpack its contents, you will only find a single patch file for a projectile that, as far as I am aware, is only spawned by sandstorms. It's about as simple as a mod can get. It does not alter the positioning or geometry of any in-game objects, nor does it change any pre-built structures.
Unless the Overhauled Outpost mod, for whatever reason, relies on some part of the file \projectiles\weather\sandstorm\sandstorm.projectile in order to function properly, I do not see how this particular mod can be the culprit.
Removing this mod foxed the bookstore room's position, but I guess now I more reasonably would question why this mod was doing that. I am running the Outpost Overall with almost all the additional stuff in it, including the Pixel Equipment that goes a store down from bookstore (right underneath it). I've also been running in OpenStarbound, but that can't be the issue.
