They supposedly meant to be using VBR/Variable Bitrate, so it is only using 80k+ kbps on frames that demands the bandwidth to playback 1080p 60FPS.

You could try AVS video converter. Since that is the only converter that supports WMV3 codec. And yeah it is not the PC specs. WMP is limited to one or two CPU cores to process videos, which makes 4K playback unlikely or any other qualities/framerates.
