No vanilla FILES are changed (I used a different file name) but "citizenship_assimilation" in common\species_rights are changed

I switched a type of population that only had 1 pop, and it didn't change them at all.

assimilation is a slow burn, and its not the entire population the all get classed as asimilating but only a few pop change at a time

I put things into assimilation, but they never assimilate even on the first of the year. Any idea what's conflicting?
