I documented why this doesn't work and everything here [gist.github.com] if anyone is interested. I also have a link to the full Microsoft Games for Windows - LIVE 3.5.95.0 [community.pcgamingwiki.com] download if you want to use the official installer.

The problem is that the one bundled with RE5 is an online version of the installer, and the files it tries to download are no longer available from Microsoft. So the link is for the full/normal GFWL install. You should be able to run that and you'll be good to go.

I also have a script that will automatically install the latest community patch if people are interested here [gist.github.com]. The patch removes GFWL, adds a lot of QoL and bug fixes, etc.
