Stratis Stormy Weather Light Patch (WiP)

Description
This light patch change the weather on the little, northaegean island - Stratis. My idea was to make it more rainy, stormy and definitely more dark.

No it shoulgn't.
I intencjonally precise the Stratis map in config file...
But, from the other hand, some later tests show that some maps which inherit some values FROM the Stratis map could also be affected with some changes ... No i'm working on it - to make this behave more reasonable and predictable.
