The first thing you can do to increase turn rates by 33/50% with zero cost is to simply set your FPS limit to 24. The game is currently bugged where the higher fps you have, the worse effective turn rates you have, its actually quite dramatic.
As SLW mentioned, thick exterior plating negatively contributes to turn rate and is technically poor quality Hp/Mass ratio vs. the almost overpowered numbers of shield generators. A thing that alot of people aren't aware of however is that Cargo Bays/Crew Quarters are some of the lightest blocks in the game, to the point that a Cargo Bay block is actually less mass then an Edge Hull Block, for more durability. Using CQ and Cargobays in place of armor significantly reduces mass while retaining the usual structure of the vessel.
Time to scale to its full 28km length and maniacally laugh.
