New Cities Penalties Halved

Science, policy and happiness penalties for founding new cities is halved for all map sizes. This mod buffs Wide Empires, underpowered in Brave New World.

This mod obviously doesn't allow on such ridiculous Infinite City Spam like you can see on mod picture, but I love this crazy screenshoot :D

@KahunaGod: you are right, the code is messed up. But I managed to fix it for my own use, it is really simple to fix it all. Just take a look at the Worlds3.xml [open it with notpad], which seems to be perfectly scripted, and change the other files to ressemble it.

Umm, this whole mod is messed up. It reapeatedly contradicts itself in its code. I dont think you looked this over very well.

I made a version that only removed the science penalty for those interested. Just wanted to let let you know Krajzen and interested people. Credit has been given.
