It is really quite easy but for some reason you might not have though of it before

well here it is!

1. Choose "Stay On This World" Anyway



2. Open your map, see who's taken your spot



3. Go into ESC > SOCIAL > RECENT and here you have two options

You can either Block the player for Session (which lasts as long as the game is running so that next time you re-launch the game you can meet the player again but if their camp is in the same place yours won't be placed) or just "Block" for the entirety of your Fallout life.



The game will never ever put you in the same session as a blocked person, unless someone decides to smuggle a blocked person on your server via join a friend.

After sometime of Blocking people forever (not block for session) you will hardly run into people taking your spot (but it may leave you with fewer servers to server hop to)

You can also check on the person's status in the recent players tab as long as you haven't shut down the game. After that you lose track of blocked players, unless you can unblock them directly over Bethesda website or if that is not possible via a ticket to unblock all players. (I haven't check Beth website for those functions and I advise you not to ask them to unblock everyone as all the trolls will be back too)

If you block a friend they stay your friend and you can join them even if they have you blocked and vice versa. You can also unblock someone by adding them as a friend (if you recall their name or if you add them via steam) and choosing unblock
