Panam is a romanceable character if you are playing as male V,also she can become your friend and help you and Judy in the Star ending if you finish her quest line.

I dont know Panem yet, I'm on the mission with Judy where you search for Evelyn. Im very excited!

Judy and Panam are both great characters,Panam will go hell or high water for you and Judy if you complete her quest line becomes a great friend,basically the only true friends you have in this game are Panam,Vik,Misty,Judy,Mitch and poor Jackie and the ex-cop River Ward.
Silverhand and Alt are worse than Arasaka.
Alt is basically a god-like AI that absorbs souls Alt will not mind gobbling your V up as she did with VDB and Mikoshi Silverhand is self-absorbed a-hole who blew up 4000 innocent people.
