To the best of my knowledge invented by Matt Demorest who calls it The Downfall.
Used by Dominic Dijakovic (who calls it Feast Your Eyes) and Sammy Guevara.
The move is also known as Argentine Go 2 Sleep / GTS

Their stupid twitter beef where Dijakovic (T-Bar) accused Sammy Guevara of stealing his move drew my attention to that move. Sammy's reaction was basically "lol no i stole it from demorest" then they called T-Bar an idiot. Finally Demorest came along and was all "Yeah, I guess I invented that or something" it was intensely stupid but it made me create it in movecraft.
