JP Breakwater　防波堤セット

Opis
It is a breakwater in Japan.
There are two types, shapes A and B, and 4m and 6m are included, respectively.
The shape is asymmetric, but when installed in the same direction, one side wall surface is aligned.

防波堤のネットワークタイプのアセットです。
AとB二種類の形状、それぞれ４ｍ６ｍの幅の４つが同梱されています。
左右非対称の形状ですが同じ方向に設置すれば片側の壁面（A形状の高い方）が揃うようになっています。

how exactly do I build this? I get an error saying I cant build on water, and when I build it on land and use moveit it just follows the shape of the ocean floor and ends up being under water..
